Winter Fuel Payment Guide 2024: Eligibility, Changes, and How to Claim

The Winter Fuel Payment, often referred to as the Heating Allowance, is an annual, tax-free payment aimed at helping those eligible to manage their heating costs over the colder months. This payment ranges from £200 to £300 and was designed to aid those born on or before 23 September 1958.

Recent Changes to the Winter Fuel Payment

Starting from winter 2024, there’s a significant change to note. In England and Wales, the Winter Fuel Payment will now only be available to pensioners who receive pension credit or other means-tested benefits, as announced by Chancellor Rachel Reeves. The Scottish Government has said that it will also have to follow the UK Government’s decision to restrict payments and is introducing a new benefit called the Pension Age Winter Heating Payment.

The changes being made to the Winter Fuel Payment are in response to pressures facing the public finances and aim to make savings of about £1.3 billion in 2024/25 and £1.5 billion per year thereafter, whilst still helping pensioner households on the lowest incomes. It’s thought that over 850,000 eligible households currently do not claim their pension credit. If you are above state pension age and your weekly income is less than £218.15, or £332.95 for couples, it’s worth checking your eligibility. Please not that savings are also taken into account.

Amounts and Eligibility Criteria

The amount you receive depends on your specific circumstances during the qualifying week. Here’s a simplified breakdown:

-The winter fuel payment totals £200 for those on certain benefits and born between 23 September, 1944, and 22 September, 1958.

  • - If you live with someone, and jointly claim benefits, then only one of the couple receives the benefit.
  • - For those born before 23 September, 1944, and on certain benefits, it is worth £300.

  • - If you live with someone, and jointly claim benefits, then only one of the couple receives the benefit.

However, the exact amounts can vary, particularly with the new eligibility restrictions focusing on lower-income pensioners.

Claiming the Winter Fuel Payment

For most qualifying individuals, payments are processed automatically between November and December. You should receive a notification letter in October or November detailing your payment amount and schedule. If you believe you’re eligible but don’t receive benefits, or if you’re residing in Switzerland or the EEA and linked to the UK social system, you may need to apply directly.
